Francisco Javier Solana de Madariaga (Madrid, 14 de julio de 1942) es un político, físico y diplomático español. Ha sido ministro de Cultura (1982-1988), Portavoz del Gobierno (1985-1988), de Educación (1988-1992), de Asuntos Exteriores (1992-1995), Secretario General de la OTAN (1995-1999), Alto Representante del Consejo para la Política Exterior y de Seguridad Común de la Unión Europea (1999-2009) y Comandante en Jefe de la EUFOR (1999-2009).
