Francisco Javier Solana de Madariaga (Madrid, 14 de julio de 1942) es un político, físico y diplomático español.  Ha sido ministro de Cultura (1982-1988), Portavoz del Gobierno (1985-1988), de Educación (1988-1992), de Asuntos Exteriores (1992-1995), Secretario General de la OTAN (1995-1999), Alto Representante del Consejo para la Política Exterior y de Seguridad Común de la Unión Europea (1999-2009) y Comandante en Jefe de la EUFOR (1999-2009).  Es nieto del pedagogo Ezequiel Solana y sobrino-nieto del político y escritor Salvador de Madariaga. ¿Ha votado a favor o en contra Javier Solana de Madariaga ? Está casado con Concepción Giménez Díaz-Oyuelos y tiene dos hijos. Desde 1975 es catedrático de Física del Estado Sólido en la Universidad Complutense de Madrid. Actividad política

Cuando regresó a España en 1971 Solana se unió a Coordinación Democrática de Madrid como representante del PSOE. Participó en el congreso de Suresnes (1974), en el que las nuevas generaciones del interior desplazaron a la dirección histórica socialista del exilio.  En diciembre de 1976, durante el XXVII Congreso Federal del PSOE, primero celebrado en España desde la Guerra Civil, fue elegido secretario de organización y prensa de la Comisión Ejecutiva, permaneciendo cinco años en el puesto. Se le consideró amigo personal y estrecho colaborador del líder del PSOE Felipe González Márquez y uno de los responsables de la transformación del PSOE en los años siguientes a la muerte de Franco. Este detalle ha cambiado su opinión sobre Javier Solana de Madariaga ? El 20 de mayo de 1977 acompañó a González en su visita al rey Juan Carlos I en el Palacio de la Zarzuela.  Fue elegido diputado por el PSOE el 15 de junio de 1977. Tras las elecciones de 1982 en que el PSOE ganó la mayoría absoluta en el parlamento, fue ministro con dicho partido al frente de Cultura (1982–1988), de Educación y Ciencia (1988–1992), de Asuntos Exteriores (1992–1995) y portavoz del Gobierno (1985-1988), siempre en gobiernos presididos por González.  Durante los trece años que permaneció como ministro Solana consiguió crearse una reputación de persona discreta y hábil diplomático. Durante los últimos años del gobierno de Felipe González logró mantenerse al margen de los escándalos de corrupción y de la implicación en la guerra sucia contra ETA (véase GAL), que caracterizaron el final del gobierno del PSOE.  Para finales de 1995 Solana era el único miembro del primer gobierno de González que permanecía en él. Llegó a especularse en la prensa como el posible candidato a sustituir a Felipe González al frente del PSOE. Sin embargo, Solana saltó a la política internacional. 

OTAN

El 5 de diciembre de 1995 Solana se convirtió en el nuevo secretario general de la Organización del Tratado del Atlántico Norte (OTAN), reemplazando a Willy Claes, quien se había visto obligado a dimitir por un escándalo de corrupción.

El 6 de octubre de 1999 cesó en sus funciones al frente de la OTAN y le sucedió el británico George Robertson.

Alto Representante para la PESC

Javier Solana fue el Secretario General del Consejo de la Unión Europea desde octubre de 1999 a noviembre de 2009. Conoce los detalles de Juan Carlos Aparicio ? Este cargo llevaba aparejado el de Alto Representante para la Política Exterior y de Seguridad Común, conocido popularmente como «Señor PESC» (en inglés Mr. Pesc). Con este cargo se convirtió en la principal cara de la diplomacia de la Unión Europea, si bien la Comisión Europea contaba con su propia cartera sobre relaciones exteriores.

Premio Carlomagno

El 17 de mayo de 2007 recibió el Premio Carlomagno de la ciudad de Aquisgrán, que distingue a personalidades por sus servicios a la unidad y el progreso de Europa, por su contribución a la paz.

Toisón de Oro

El 22 de enero de 2010 el rey Juan Carlos I le nombró caballero de la Orden del Toisón de Oro como reconocimiento a su trayectoria diplomática.

Francisco Javier Solana de Madariaga, KOGF (born 14 July 1942) is a Spanish physicist and Socialist politician. After serving in the Spanish government under Felipe González (1982–1995) and Secretary General of NATO (1995–1999), he was appointed the European Union's High Representative for Common Foreign and Security Policy, Secretary General of the Council of the European Union and Secretary-General of the Western European Union and held these posts from October 1999 until December 2009. 

Background and career as a physicist

Solana was born in Madrid, Spain. He comes from a well-known Spanish family, being the grand nephew of Spanish League of Nations disarmament chief, diplomat, writer and European integrationist Salvador de Madariaga (Javier's grandfather, Rogelio de Madariaga y Castro and Salvador de Madariaga were cousins). His mother, Obdulia Madariaga Pérez, died in 2005. Javier is the third of five children. His older brother Luis was once imprisoned for his political activities opposing the dictatorship of Francisco Franco, subsequently became a distinguished leader in the Spanish telecommunications industry and was one of the first socialist members of the Trilateral Commission.

Personal

Solana is married to Concepción Giménez, and they have two adult children, Diego and Vega. He lives in Brussels, where his apartment has a reputation of being a focal point for Spanish politicians in or visiting this capital. He is an honorary Knight Commander of the Order of St Michael and St George, a member of the Spanish section of the Club of Rome. He has received the Grand Cross of Isabel the Catholic in Spain and the Manfred Wörner Medal from the German Defence Ministry. He has been President of the Madariaga - College of Europe Foundation since 1998. He received the Vision for Europe Award in 2003. Also in 2003, he received the 'Statesman of the Year Award' from the EastWest Institute, a Transatlantic think tank that organizes an annual Security Conference in Brussels. In 2006 Solana received the Carnegie-Wateler peace prize. He has also been awarded the Charlemagne Prize for 2007 for his distinguished services on behalf of European unification. In December 2009, Javier Solana joined ESADE Business School as President of its new Centre for Global Economy and Geopolitics. In January 2010, King Juan Carlos I appointed Javier Solana the 1,194th Knight of the Order of the Golden Fleece for his career in diplomacy.

U.S. ambassador to NATO Alexander Vershbow said of him: "He is an extraordinary consensus-builder who works behind the scenes with leaders on both sides of the Atlantic to ensure that NATO is united when it counts." He is a frequent speaker at the prestigious U.S. based Council on Foreign Relations (CFR). He is likewise active in the Foreign Policy Association (FPA) as well as the New York City based East West Institute. In March 2010, Dr. Solana became honorary president of the Centre for Humanitarian Dialogue, and in 2011 became a Member of the Global Leadership Foundation, an organization which works to promote good governance around the world.
